BMZ20241601 e. preston street (the “property”) is an approximately 1,440 sq. ft. lot situated in the r-8 district. the property is also located within the bounds of the oliver urban renewal area, and is designated for “residential” use. the lot is currently improved by a two-unit multi-family dwelling with non-residential space on the first floor and in the basement. the property is currently approved for use as two dwelling units (use2012-14322), but the bmza denied an application to operate the historically non-residential ground floor as a neighborhood center in 2011 because the then-applicable zoning regulations required a 79% variance for the use, in excess of the 25% statutory maximum. the applicant now seeks to lease the two-floor non-residential space to the community group inc., which intends to use the space to host mentoring and educational support programs for baltimore city residents. under the provisions of the oliver urban renewal plan, public service uses are permitted on the property subject to bmza approval. the applicant therefore requests approval to operate the ground floor as a public service use. transform baltimore does not offer a minimum lot area requirement for the proposed use and the project meets all other bulk, yard, and off-street parking requirements.Nov 25, 2024
