| BRCM | Removal of drywall and flooring to provide access to framing, plumbing, electric, HVAC, etc. that were passed during final inspections by Baltimore city inspectors and found to be problematic. The property is a 1929 home that was gutted and completely remodeled from the ground up by the person who sold it to us, an Attorney. He told us it was a "quality remodel." We had the home inspected and appraised prior to closing with no red flags raised by our home inspector. That was because all of the home's issues are hidden in the walls, floors and ceilings. We already experienced a collapse of the HVAC exhaust and fresh air return ductwork inside the walls in 2024 which caused a carbon monoxide leak, water damage and a mold issue. None of the pipes for the ductwork were cut to the correct lengths to allow for adequate overlap and they were primed but not glued so they eventually fell apart. This year, we experienced freezing and breaking of PVC plumbing and a flood due to improper installation/insulation and capping of plumbing. Again we found that no glue was used on the PVC end caps, only plumber's putty. We also recently discovered double-cut floor joists which are dangerous and could results in the floors collapsing. I reached out to the DHCD and an inspector was sent out to the property on February 18th. He told me that the work he could see should NEVER have passed final inspection. Subsequently, I reached out to Eric Uttenreither, an Assistant Commissioner at DHCD. He is waiting for us to open up more interior areas of the house so that he and his inspectors can take a look at what is going on underneath the drywall and the floors. Please expedite this permit as my daughter has been unable to live in her home since January 24th, 2025. There is still no running water as we await further investigation. I cannot provide a cost estimate for this permit application yet since we do not yet know the full extent of the work that will be involved to remediate the issues we continue to find and make the house safe to live in. | $1 | Mar 21, 2025 |
